Update (03/03/2025): On August 15, 2024, the BART Board of Directors authorized the Award of Contract 6M4861 for the Progressive Design-Build of the BART Police Department Headquarters (BPDHQ) Project to the team of Swinerton / Gensler / Shah Kawasaki Architects (SKA).

Progressive design-build is a fast-track delivery method where the contractor and designer are part of a single team that will prepare a code-compliant design that incorporates the contractor’s constructability and value engineering input to maximize value. This delivery method allows procurement and portions of the construction to begin before the design is 100% complete, which is critical to meeting the intended BART Police move-in date in the latter part of 2026. 

Notice to Proceed was issued to the Swinerton Team on October 31, 2024. The first 90 days of the contract was devoted to the programming phase, where the Contractor’s team familiarized themselves with the BART Police Department organization, including their current facility and needs for the new headquarters.  The information gathered was used to prepare a conceptual design upon which the final design will ultimately be based. 

With the completion of the programming phase in 2025, the contractor has begun project design, including a structural retrofit of the building and all required tenant improvements. As the design progresses, a series of early trade packages will be issued to begin procurement of long-lead items as well start activities such as demolition, all of which aids in compressing the overall schedule to complete the project. 

Art will be integrated into the project design to enhance the integration of the building into Downtown Oakland. Vicki Scuri, a Seattle-based artist, has been selected to design the artwork for the project.  Throughout design, Vicki will work closely with the architectural team to identify opportunities for integrating art, ensuring that the artwork is in harmony with architectural improvements as well as reflecting input from the community and BART Police. Learn more about Scuri and view examples of her previous work at vickiscuri.com

 


 

The BART Board of Directors greenlit a project to improve rider safety by relocating the BART Police Department Headquarters (BPD HQ) from its aging current location to a new, higher-tech facility in Downtown Oakland near 19th Street Station and BART Headquarters (2150 Webster St., Oakland). 

The Board voted to authorize the General Manager to proceed with the purchase of the existing building at 2000 Broadway, Oakland, on November 16, 2023. Of the responsive proposals for a new BPD HQ, the building at 2000 Broadway was the least expensive by more than $10 million. The site includes more than 86,000 square feet of office space. 

BART plans to purchase the building from the Kaiser Foundation for $25.5 million and close the transaction in August 2024. The police department will likely begin moving into its new headquarters in 2026. 

BART Police must vacate its current headquarters at 800 Madison St., Oakland, across from Lake Merritt Station, because the building is located on the site of the upcoming Lake Merritt Transit-Oriented Development, which will include more than 500 housing units, 44% of which will be classified as affordable.  

“BART Police is looking forward to moving into our new headquarters, especially with the knowledge that the previous site will soon make way for much-needed housing, including affordable housing,” said BART Police Chief Kevin Franklin. “The new headquarters is strategically positioned in Downtown Oakland just blocks from our administrative headquarters, and the building will be equipped with brand-new, state-of-the-art technology. The move will better position our department to address rider and employee safety as well as bolster our current aggressive recruiting efforts.”   

 “We are leveraging the opportunity to purchase this building at a time when there is decreased demand for office space,” said General Manager Bob Powers. “The purchase is demonstrative of BART’s ongoing commitment to safety – our top priority. It will benefit not just our riders, employees, and the Downtown Oakland community, but all of the Bay Area.” 

Public outreach was an important part of the site-selection process. Outreach included a full Title VI analysis, regular updates to the BART Board in open session, and public meetings. 

The Request for Proposal (RFP) was advertised on 4/15/2024, with the anticipated proposal due date of June 11, 2024.  The RFP is available for download on BART’s Procurement Portal.
