Grants and Funding Advocacy Efforts

Grants and Funding Advocacy works collaboratively with all BART departments to determine the best projects and programs to put forth for possible external funding dependent upon eligibility criteria and program constraints. Grant opportunities are available at the federal, state, regional, and local levels. BART partners with cities, counties, and other transit agencies, when possible, to put forth the most competitive applications for discretionary funds.

2024, Sustainable Communities, TOD Travel Behavior Study

Project Description: BART proposes to conduct travel behavior surveys of BART’s Transit‐Oriented Development(TOD) residents and workers to gather information on typical trips to and from TODs, transportation choices, trip purposes, and other relevant information including demographics.

2024, Transit Station Public Charging, Electric Vehicle Charging at BART Stations

Project Description: Installation of up to 200, Level-2 charging ports and infrastructure at four BART stations: El Cerrito del Norte, Fruitvale, Fremont, and Pittsburg/Bay Point.

2024, ATTAIN, Advancement of SCADA Phase II

Project Description: The advancement of the Supervisory Control and Data Acquisition also known as SCADA with the replacement and modernization of the Programmable Logic Controller (PLC) for up to nine locations in Phase II the advancement of the Supervisory Control and Data Acquisition also known as SCADA with the replacement and modernization of the Programmable Logic Controller (PLC) for up to nine locations in Phase II.

2023, ACTC Measure BB, Next Generation Fare Gates

Project Description: Design, purchase, and install new fare gates at all 22 BART stations in Alameda County. These fare gates will have clear swing barriers that will be difficult to be pushed through, jumped over, or maneuvered under. The overall fare gate array height (gate, console, integrated barrier) will form a tall barrier of 72” minimum to prevent fare evasion.

2023, ACTC Measure BB, Core Capacity Railcars

Project Description: Funding will support the exercise of a contract option for procurement of 54 Core Capacity railcars (of the 306 option), which represents Alameda County’s share of the railcar option procurement.

2023 Charging and Fueling Infrastructure, Electric Vehicle Charging Stations

Project Description: Installation of EV chargers at existing, off-street surface or garage parking facilities.

Status: No Award ($17.50M)

2023, SMART, Drone Technology and GTFS Pathways

Project Description: (Project #1) This project is in the preliminary research phase to identify drone technology that can be used to help scan and record assets within the district in order to maintain a state of good repair and safe operations.

(Project #2) The General Transit Feed Specification (GTFS) is an Open Standard used to distribute relevant information about transit systems to riders. BART is in the preliminary research phase of this project, assessing the feasibility of connecting back-end system information technologies into a single application to help transit riders better plan their journeys, especially those in need of special accommodations.

2023, PROTECT, Berkeley Hills Tunnel Study and Conceptual Design 

Project Description: Study will provide a detailed roadmap for how BART will recover/replace operations at the Berkeley Hills Tunnels in case of an earthquake and create a conceptual design to mitigate the effects and implement a quick return-to-service.

2023, LTCAP, Heat Mitigation – Rail Destressing 

Project Description: Address BART’s Expansion and Contraction of Steel Rail in Contra Costa County. The proposed project is designed to mitigate risks by destressing the rail at a neutral temperature capable of withstanding the extreme high and low temperatures anticipated in the region.

2023, BAAQMD Heavy-and Medium-Duty EV Infrastructure, Hayward Maintenance Complex Heavy-Duty EV Charging & Infrastructure

Project Description:  Install charging infrastructure at the Hayward Maintenance Complex to service non-revenue fleet of heavy-duty trucks.  Will enable staff to use EV vehicles to transport equipment and parts between HMC and six repair shops and yards across the BART District.

2023, CEC REACH 2.0, EV Charging Infrastructure at El Cerrito del Norte BART Station

Project Description: EV Charging at El Cerrito del Norte BART Station project will install a total of 100 L2 EV dual-port chargers (200 ports) and infrastructure.

2023, PLBP Earmarks, Next Generation Fare Gates

Project Description: Design, purchase, and install new fare gates at all BART operating terminals. These fare gates will have clear swing barriers that will be difficult to be pushed through, jumped over, or maneuvered under. The overall fare gate array height (gate, console, integrated barrier) will form a tall barrier of 72” minimum to prevent fare evasion.

Status: Awarded ($1M for Alameda County)

2023, Hazard Mitigation Grant Program (HMGP), Energy Resiliency Study & 60% Design        
Project Description: The Project will increase protection from the impact of extreme heat and wildfires on BART infrastructure and surrounding communities. The Project includes a feasibility study, an alternative analysis, 30% and 60% design for preferred alternative solution, and CEQA.

2023, Proposition L Sales Tax for Transportation, Next Generation Fare Gates

Project Description: The Project will upgrade fare gates at all eight stations in San Francisco. The existing fare gates have reached the end of their useful life and have consistently been identified by BART riders and community stakeholders as a priority for replacement. The new gates will increase reliability, access, and improve ridership experience.

2023, Proposition L Sales Tax for Transportation, Core Capacity Program, New Car Phase II Procurement 

Project Description: The BART Core Capacity Program (CCP) will relieve crowding, increase ridership, and decrease greenhouse gas emissions by increasing the frequency and length of trains operating on the system. The CCP includes four elements: 306 additional rail cars, a new communications-based train control system, a new railcar storage yard at the Hayward Maintenance Complex, and additional traction power substations. This request is specifically to meet contractual obligations to procure a portion of 306 additional rail cars.

Project Description: Parking Garage and Access Improvement elements of the ECP TOD.

2023, CHiLL-2, EV Charging at Daly City and Colma BART Stations

Project Description: Project will install a total of 172 L2 Electric Vehicle (EV) charging ports and infrastructure: 100 ports at the Daly City BART Station and 72 ports at the Colma BART Station.

Status: Awarded ($2.28M)

2023, CCLGP, Lake Merritt BART TOD Community-Based Beautification and Litter Abatement 

Project Description: Improve existing public open space by creating a Paseo over the Lake Merritt BART Station tunnel on the 51 9th Street block with landscaping and lighting improvements at the entrances and along the space. Install elaborate pavers, tilework, and wayfinding/signage to enhance the pedestrian experience, and install a stormwater management system that will serve the building installed in the landscaped areas to meet City requirements. Procure and install new trash and recycling bins, and for construction-phase maintenance/waste removal. Programmatic costs from this grant will support the project groundbreaking event and at least (2) two abatement events.

2023, C&FI, BART Electric Vehicle Charging Stations

Project Description: BART intends to install Level-2 (L2) electric vehicle (EV) charging at all BART-managed parking facilities for use by customers and community members. BART will select up to nine stations from for the first phase of the project.

2023, BAAQMD Charge! Program, EV Charging Stations located at Fruitvale & Richmond Stations

Project Description: Installation of 24 dual-port L2 EV charging stations and 3 DC fast charging stations at the Fruitvale station, and 20 dual-port L2 EV charging stations and 3 DC fast charging stations at the Richmond BART station.

2023, BUILD, BART Regional Infrastructure Accelerator (RIA)

Project Description: BART seeks recognition as a RIA to receive $4 million in funding and technical assistance from the federal government, to promote innovative financing strategies, and to accelerate Transportation Infrastructure Finance and Innovation Act (TIFIA) financing and/or Railroad Rehabilitation & Improvement Financing (RRIF) eligible capital projects.

2023, LCTOP, BART to Antioch Year 5

Project Description: Operating support for BART-to-Antioch Extension. This it is the rail system that connects to BART's Pittsburg/Bay Point station using state-of-the art Diesel Multiple Unit vehicles to Antioch. This is the 5th allocation.

2023, TSGP, Cybersecurity and Capital Asset Protection Team

Project Description: 1) Cybersecurity: Hardening of BARTs technology infrastructure to protect against cyber-attacks. 2)  Partially fund staff in (<< double check this but the original language didn’t make sense) BART’s Police Department (BPD) assigned to be highly visible in all areas of BART’s infrastructure to deter and detect threats to BART’s critical assets.

Project Description: A new paseo and public open space over the BART tunnel will include the enhancement of streetscaping, lighting and wayfinding and generally creates a safe pedestrian experience; a stormwater management system installed in the landscaped areas to meet City requirements;  improved access to the BART station and the future TOD, including a two-way protected cycle track along  9th St. connecting to the future East Bay Greenway, a buffered bike lanes along Fallon and 8th St., bulb-outs and ADA curb ramps at intersections, sidewalk widening on all four block frontages, and an extended bus bulb loading area on Oak Street.

2023, ACTC Measure BB 2024 CIP, West Oakland TOD

Project Description: The West Oakland BART transit-oriented mixed-use development includes creation of a new community plaza and a bike station, station modernization, and implementation of bicycle and pedestrian infrastructure to enhance station access.

Project Description: Project will include development of a 0.35-mi Class 1 cycle-track; 0.15-mi ADA-compliant raised crosswalk; 21,500 sq ft landscaping/stormwater management (34 shade trees, 740 shrubs); add 29 ped-scale lights, wayfinding, and art elements; replace 129 underpass lights; and add 66 secure bike parking.

2023, ACTC Transportation Fund for Clean Air (TFCA), Dublin/Pleasanton BART Station Active Access Improvements

2023, Local Parking Management Grant Program, Variable Parking Pricing

Project Description: Implement new software allowing BART to vary parking prices in response to changes in parking demand by time of day or day of week.  The current software only allows one price for each station, which may result in parking prices being set too low mid-week when parking demand is highest, or too high on Mondays, Fridays, or weekends when parking demand is lowest.  The new software, which will be implemented across all payment channels (payment machines, Official App, and website) will maximize BART ridership and reduce greenhouse gases by ensuring parking is priced to match demand.

Project Description: The Transbay Corridor Core Capacity (Core Capacity) Program will increase the number of trains operating through the Transbay Tube in the peak period, and increase train lengths, to reduce crowding and maximize throughput capacity in the most heavily used part of the existing BART system. This will lead to increased ridership and reduced GHG emissions throughout the Transbay Corridor and Bay Area.

2022, TIRCP, East Bay TOD Mobility Improvements

Project Description: Transportation elements at three (3) transit-oriented development (TOD) sites in the cities of Oakland and El Cerrito to support market-rate and affordable housing development. The proposed enhancements support California’s priorities as outlined in the Climate Action Plan for Transportation Infrastructure (CAPTI), particularly Strategy 7 – Strengthen Transportation-Land Use Connections, by investing in transit improvements that directly support land use and affordable housing. Specifically, these investments will drive greenhouse gas (GHG) emissions savings and reduce vehicle miles traveled (VMT) by increasing ridership on BART and other transit in the sites and improving multi-modal transportation access.

2022, FHWA, Safe Streets & Roads for All grant to develop a Safety Action Plan

Project Description: Develop a Safety Action Plan that will eliminate roadway fatalities around BART properties and Right of Way (ROW). The BART system runs adjacent to many major roadways and highways, and the Plan will focus on reducing roadway fatalities on streets, roads, and highways in corridors proximate to the BART system by identifying first/last mile improvements to road safety near BART stations and investments that promote and support mode shift from driving to transit and active transportation – thus reducing the number of cars on roadways.

2022, FTA 5337(f), BART’s Legacy Rail Car Replacement

Project Description: Rail Vehicle Replacement Program funds for the replacement of 59 BART legacy rail cars with new Fleet of the Future Rail Cars.

Project Description: Fleet of the Future Rail Car Acquisition Project will enable BART to acquire the 306 rail cars necessary to implement the Transbay Corridor Core Capacity Program through the Transbay Tube. Long-term ridership trends at BART require additional capacity, which has long been recognized across the region – even post Covid-19 pandemic.

2022, 5307 Federal Formula Funds, Rail Car Procurement

Project:  Fleet of the Future Rail Car Acquisition Project will enable BART to acquire the 306 rail cars necessary to implement the Transbay Corridor Core Capacity Program through the Transbay Tube. 2022, LPP, Next Generation Fare Gates at Embarcadero, Montgomery St., and Glen Park         

Project Description: Upgrade 86 fare gates at Embarcadero, Montgomery St., and Glen Park stations. This effort is part of a larger $90 million capital project to replace all 715 fare gates throughout the BART system. 

Status: No Award ($5.40M)

2022, LPP (formulaic), Clipper 2 Segmentation

Project Description: Phase II of the Clipper 2 project, which will upgrade the Clipper payment system. An Optical network (UON) will provide long-term core network segmentation supporting Clipper 2. The new segmented network will communicate with each fare gate and vending machine (TVM/AFM) District wide. This will require full network infrastructure upgrade at each of the 50 BART stations.  The work involves installation of new Cat 6 cables, network cabinets and switches to communicate to the new Clipper 2 Tri-Reader 4 (replacing Tri-Reader 3) sensors enabling all transactions to be managed in the cloud.

2022, State Transit Assistance, County Block Grant, Lifeline Program, Cycle 3, Elevator Attendant Program at Downtown Stations (Embarcadero, Montgomery St., Powell, and Civic Center/UN Plaza) 

Project Description: The Elevator Attendant Program is a partnership between BART and the San Francisco Municipal Transportation Agency to provide attendant services inside elevators located in San Francisco.

2022, State Transit Assistance, County Block Grant (Alameda County), Next Generation Fare Gates

Project Description: Design, Purchase, and Installation of new fare gates at all BART operating terminals. Project Description: Support the development of the El Cerrito Plaza Transit Oriented Development (TOD) Project and its station access enhancements, starting with but not limited to the design plans for the parking garage and Oak Street busway.

2022, PLBP Earmarks, Downtown Berkely Elevator Rehabilitation

Project Description: Project will design and modernizing the elevator controller, cab, doors, remote monitoring system, drive system, electrical wiring, and fixtures for both the Concourse (R20-44) and Platform (R20-45) elevators at the Downtown Berkeley Station.  In addition, work will include modernizing the equipment in the elevator machine room and maintaining compliance with applicable BFS codes and local, state & federal requirements.  These updates may include, but not be limited to fire alarms/detection/prevention, lighting, communication system, and HVAC that related to the elevator system.

2022, Justice and Mental Health Collaboration Program, Crisis Intervention

Project Description: BART PD and Crisis Intervention Specialist Team in collaboration with local non-profit organizations to improve public safety responses and outcomes for individuals within BARTs operating system with mental health and/or substance abuse disorders.

Status: Awarded ($.28M) 

2022, Proposition K Sales Tax for Transportation, Tunnel Water Intrusion Mitigation         

Project Description: Project will conduct repairs to mitigate water intrusion in the tunnels along BART’s M-line between Embarcadero Station and 24th Street Mission. Currently, water seeps into the steel-lined tunnel areas via joints of the tunnel and into the concrete areas through cracks. The Project’s goal is to mitigate this water intrusion with repairs in the concrete and curtain grouting in the steel areas.

2022, Proposition K Sales Tax for Transportation, Hearing Loop at San Francisco Stations 

Project Description: Project will install new system hearing loop equipment at all BART station agent booths in San Francisco Stations. The hearing loop equipment will improve customer experience, safety and accessibility for people who use hearing aids or have cochlear implants to hear better.

2022, One Bay Area Grant Program, Cycle 3, Elevator Modernization, Phase 1.3         

Project Description: Project will renovate and modernize eight existing elevators at five San Francisco stations to increase accessibility, reduce elevator service interruptions, improve elevator maintainability, and enhance customer experience. The Project’s scope includes modernizing guides, cab and hoistway door panels, HVAC, and communication systems.
