Passenger Environment Survey
In October 2020, BART added the following question to its ongoing Passenger Environment Survey: Have you experienced gender based sexual harassment in the last six months at BART?

SB 1161 Survey Development and SB 434 Implementation
In April 2023, BART volunteered to be a pilot transit agency for the Street Harassment on Transit Survey being developed by the Mineta Transportation Institute as required by Senate Bill (SB) 1161 by Senator David Min (Chapter 318, Statutes of 2022). The Not One More Girl initiative served as an inspiration for SB 1161. Survey takers conducted research on BART to test survey language that have now been made available to transit agencies to measure harassment on transit.
Senate Bill (SB) 434 by Senator David Min (D-Irvine) was signed into law in 2023 and requires the state’s ten largest transit agencies, including BART, to collect comprehensive survey data identifying the leading causes of street harassment on transit. BART will use the Mineta Transportation Institute's Street Harassment Survey, with slight modifications including allowing minors to take the survey, to meet the requirements of the law. We will conduct our onboard survey across the BART system in mid-September 2024. The survey will be offered in English, Spanish, and Traditional Chinese. Survey findings will be posted by the December 31, 2024.
BART will also continue to publish on-going survey results from the Passenger Environment Survey question about experiencing sexual harassment on BART in the last six months as part of our Not One More Girl initiative. Those results are kept up to date below.
To gain insight into the perspectives of riders who are underrepresented in surveys and impacted by street harassment, the law also requires agencies to conduct outreach activities such as the focus groups and participatory workshops that BART has held as BART of the Not One More Girl initiative.
Framework to Evaluate Safety Metrics
BART is working with the Alliance for Girls, one of the original leads of Phase 1 of Not One More Girl, and Evaluation Studio in Fiscal Year 2024 to develop the first youth-informed evaluation framework focusing on rider safety as it pertains to sexual harassment and assault prevention and intervention on BART. A series of of Community Learning Exchanges with intergenerational (youth and adults) participation from underrepresented and vulnerable communities were held in early 2024 to guide the framework. It will be rooted in how girls and gender-expansive youth define safety in Alliance for Girls’ Radical Visions of Safety research report published in 2021, and will draw from learnings, input, and recommendations from youth themselves on how best BART can collect data and measure impact of its initiatives to create actionable and effective policy and processes around sexual harassment and assault presentation and intervention.
The framework aims to equip BART with a pathway to root its work in creating a safer environment to, and in trains. The evaluation framework will be finalized and posted by December 31, 2024, and will be used to guide future work of the Not One More Girl initiative.

Measuring the Effectiveness of Phase I Posters
Phase I of the Not One More Girl initiative launched in April 2021 and was a partnership between BART, the Alliance for Girls, Betti Ono, Black Girls Brilliance, and The Unity Council’s Latinx Mentorship and Achievement (LMA) Program.
To measure the change in awareness of gender-based harassment and understand the impact of Phase I of the Not One More Girl campaign on BART riders, BART conducted an online random sample survey between July 2021 and July 29, 2021. 1,200 current riders were invited to participate in the survey via email and 234 responded (20% response rate).
- 32% recalled seeing the posters
- 65% responded they are more aware of sexual harassment/gender-based violence
- 59% responded they now know what to do if they witness harassment/gender-based violence on BART
- 52% responded they know more about how sexual harassment/gender-based violence impacts girls, transgender, and gender non-conforming people on BART
- 46% responded they know where to get help if they experience sexual harassment/gender-based violence on BART
- 36% responded they felt safer riding BART
Surveys that were provided at in-person Not One More Girl pop-up events in 2021, had even higher scores with 43% of respondents feeling safer riding BART after learning about the initiative.

Measuring the Effectiveness of Phase II Posters
Phase II of the of the Not One More Girl initiative launched in August 2023 and was a partnership between BART, The Betti Ono Foundation, and The Unity Council’s Latina Mentorship and Achievement Program.
To measure the change in awareness of gender-based harassment and understand the impact of Phase II of the Not One More Girl campaign on BART riders, BART conducted an online random sample survey between October 26, 2023, and November 6, 2023. 7,598 current riders were invited to participate in the survey via email and 1,997 responded (26% response rate).
- 30% recalled seeing the posters
- 49% said they are more aware of sexual harassment/gender-based violence (GBV)
- 55% said they know what to do if they witness sexual harassment or GBV on BART
- 47% said they know where to get help if they experience sexual harassment or GBV on BART (the poster that advises reporting inappropriate behavior on BART Watch scored the highest at 51%)
- 44% said they know more about sexual harassment/GBV impact on girls, transgender and gender non-conforming people on BART
- 28% feel safer riding BART
- Based on demographics: posters successfully increased awareness among male, non-white, younger, and lower income riders
- Females, POC, younger riders are more likely to experience gender-based harassment

Not One More Girl is a BIPOC youth-led initiative in partnership with community-based organizations and BART to end gender-based violence and harassment on transit.
We define girls as gender-expansive youth (cis girls, trans girls, non-binary youth, gender non-conforming youth, gender queer youth and any girl-identified youth).
