BART releases Draft FY08 10-year Operating Plan and 25-year Capital Improvement Program
BART's Fiscal Year 2008 Draft Short Range Transit Plan and Capital Improvement Program (SRTP/CIP) is now available. Prepared in compliance with the Metropolitan Transportation Commission's (MTC) guidelines and principles, the SRTP/CIP is required by the Federal Transit Administration and the MTC as a condition of grant funding. The SRTP/CIP provides analyses of BART's funding needs, priorities, and funding strategies for its operations through FY17 and for its capital programs through FY32 and is a baseline to use when considering important financial decisions.

The SRTP/CIP is a management and financial planning tool, providing a long-term perspective that begins with the current fiscal year's operating and capital programs and then lays out the District's approach to decision-making for the next ten years for its operating program and for the next twenty-five years for its capital program. The document gives an overview of BART's organization, facilities, and fare structure, as well as information on current rail ridership, service, and operating performance. Forecasts of ridership, service plans and operating revenues and expenses are also provided.
Highlights of Draft SRTP/CIP include:

Operating finances stabilize after several years of deficits; after FY15, positive operating budgets are forecast although, as in any forecast, major financial uncertainties remain.

The next focus areas for the District's operating budget are improving system cleanliness and augmenting capacity; continuing to implement the Strategic Maintenance Program; maintaining the District's financial stability and building adequate reserves; and contributing to the very underfunded Capital Program, which includes system reinvestment, earthquake safety, security, service and capacity enhancement, and system expansion.

System reinvestment includes the comprehensive Second Generation Renovation Program, estimated to cost $5.5 billion, that affects all the elements essential to BART's operation. The focus is on developing, refining, and securing funding for these critical renovation projects. " Service and capacity enhancement projects, estimated to cost $2.5 billion, are also vital to meet BART's growing ridership. The District will need to find funding to add shop and yard facilities, procure more train cars, and make improvements to station access, vertical circulation, and platform capacity.
