Vice President
Mark Foley was first elected to the BART Board on November 6, 2018 and was re-elected in 2022. Director Foley represents District 2, which is in Contra Costa County and includes the City of Pittsburg, the City of Antioch, the City of Brentwood, the City of Oakley, the Northeastern part of the City of Concord and the Northern part of the City of Martinez including the unincorporated communities of Mountain View and Vine Hill.
District 2 BART stations include: Antioch, Concord (shared with District 1), North Concord/Martinez, Pittsburg/Bay Point, and Pittsburg Center.
Foley was elected to serve as Vice President of the Board for 2024. He previously served as President in 2021 and as Vice President in 2020 and 2023.
Mark has dedicated his career to public service as a 26+ year employee of the East Bay Municipal Utility District. At EBMUD, Mark works as a Systems Analyst in the Asset Management section (Operations and Maintenance Department) helping ensure that EBMUD provides safe and reliable drinking water and wastewater services to 1.4 million customers in Contra Costa and Alameda Counties.
As a Contra Costa County resident since 1979, Mark has been a daily BART commuter for over 25 years.
Mark holds an Associate of Arts degree in Business Management/Computer Science from Diablo Valley College, Pleasant Hill.
Mark lives with his wife Cindy and two daughters, in Antioch.
