BART is working in partnership with the City of San Leandro and Alameda County to advance predevelopment activities for transit-oriented development (TOD) on BART property and plan for access improvements in the Bay Fair station area. Bay Fair Station is unusual in that half of BART's land is in San Leandro while the other half is in Ashland, in Unincorporated Alameda County.

June 3, 2026 update
Alameda County and BART are soliciting public input on draft Goals and Objectives for the portion of the BART Bay Fair TOD site in Ashland in Unincorporated Alameda County (see image below). Once adopted, the Goals and Objectives will shape future developer proposals for the site.

Planning Activities
The Metropolitan Transportation Commission (MTC), Alameda County Transportation Commission (Alameda CTC) and Caltrans have funded various planning efforts currently underway to support the advancement of redevelopment and implementation of access improvements in the Bay Fair Station area.
