Zoyd Luce first joined the BART Board of Directors when 62% of the voters elected him on November 2, 2004 . He represents the 5th District, which incorporates portions of both Alameda and Contra Costa Counties. He is a native of California and has lived in the East Bay for the past 15 years.

Director Luce comes to the BART Board with a broad background in rapid transit, human resources, sustainability, safety and security. He has a wide range of experience and knowledge of management theory and leadership.

Director Luce serves as the Chairperson of the District Security Advocacy Ad Hoc Committee, and is a liaison to the Board's Americans with Disabilities Act (ADA) and I-580 Livermore Study Policy Advisory committees.

He has been a member or served on a variety of boards and organizations such as the American Society of Safety Engineers, National Environmental Training Association, Project Management Institute, American Society of Industrial Security, Oakland City Emergency Management Board, California Community College Advisory Board, and the California State Fire Chiefs Association's Explosive Safety Board. In 2002, he completed a Transportation Training Program and Curriculum for City College of San Francisco.

In addition to serving on the BART Board of Directors, he is President of his own consulting firm, Risorgimento Management, which specializes in human resources, safety, security, sustainability, and anti-terrorism.

Director Luce's professional career started when he became a security guard and later Chief of Protective Services for Mattel Toy Company. He was a safety engineer for Baker Packers and a Loss Prevention Analyst for Los Angeles County. He served for eighteen months in the Department of the Chief Medical Examiner Coroner's Office for Los Angeles County. He was employed as Vice President of Human Resources for the Bermite Division, Whittaker Corporation. He also managed the Environment, Health, and Safety Department at McDonnell Douglas Helicopter Company in Meza, Arizona. He was most recently employed as the HAZMAT and Environmental Compliance Manager for the Bay Area Rapid Transit District.

His lifelong hobby has been military history and for the past thirty years he has been publicly speaking on the subject of the Civil War in the United States. "No hobby can do more to prepare someone for working in a political environment than studying our nation's greatest crisis," says Director Luce.
